The 9th International Congress on Systems Engineering (CIIS 2026) offers a unique platform for academic and practical dialogue on topics related to data science and artificial intelligence. We therefore invite researchers, professionals, and students to submit original research papers that contribute to the advancement of computer science, systems engineering, information technology, and related disciplines.
All papers accepted and presented at the conference will be consolidated in the conference proceedings and submitted for consideration to prestigious publishers such as ACM or Springer, with the aim of being indexed in high-impact scientific databases.
Manuscript Review Process
1. Ensuring the integrity and confidentiality of the review process The 9th CIIS 2026 strictly adheres to the Committee on Publication Ethics (COPE) guidelines on best publication practices. Any form of misconduct, including plagiarism or improper use of third-party sources, will result in the immediate rejection of the manuscript. All individuals involved in the review process must declare any conflicts of interest and maintain the confidentiality of the manuscripts under evaluation. Under no circumstances may manuscripts or their content be shared outside the review process.
2. Similarity report reviewThe Program Review Committee will conduct a similarity report to verify compliance with copyright laws, ethical standards, and the alignment of the manuscript with the conference scope and main themes. Manuscripts with excessive similarity, inappropriate use of sources, or that do not fit within the thematic tracks will be rejected.
3. Assignment of manuscripts for reviewOnce approved for review, the manuscript will be assigned to Program Committee members or external experts with subject-matter expertise. Each submission will undergo a double-blind peer review, independently evaluated by two reviewers, who will provide detailed feedback and classify the manuscript as follows:

Accepted without changes or with minor revisions.

Conditionally accepted, requiring major revisions based on reviewers’ comments. The revised manuscript must undergo a second review for final approval.

Rejected due to limited contributions or other concerns raised by the reviewers.
4. Final decisionThe final decision regarding manuscript acceptance will be made by the Program Chairs and Conference Chairs, ensuring fairness and academic quality.

Publication and Indexing of Articles
Accepted papers will be considered for one of the following presentation formats: (i) oral presentation, and (ii) poster presentation. The presentation format will be determined by the conference Review Committee, taking into account the recommendations of the reviewers who evaluated the papers.
Papers Accepted for consideration by prestigious publishers such as ACM or SpringerAll papers accepted and presented at the conference will be consolidated in the conference proceedings and sent for consideration to prestigious publishers such as ACM or Springer, with the aim of being indexed in high-impact scientific databases.
Papers accepted for the special issue of the Interfases JournalPapers accepted in poster format will be published in the special issue of the Interfases Digital Journal (ISSN 1993-4912), edited by the Systems Engineering Department of the University of Lima. Interfases magazine is indexed in Redalyc, CrossRef, Dialnet, Latindex, and DOAJ (Directory of Open Access Journals).
All authors will receive an email from the editor with publication instructions.

The conference only accepts papers written in English. Authors must use the official paper templates (available in Word and LaTeX) to format their submissions.

Papers should be between 6 and 8 pages long (double-column format) in ACM style, including main content and references, and should be submitted in PDF format.
Papers must preserve the anonymity of the authors, so all identifiable information must be removed from both the text and metadata to ensure double-blind review.
Papers must be original, innovative, and unpublished. Furthermore, they must not be simultaneously under review by other academic journals or conferences.
Accepted papers will be assigned to one of the following presentation formats: (i) oral presentation, or (ii) poster presentation. Papers accepted for oral presentation will be included in the conference proceedings and sent for consideration to prestigious publishers such as ACM or Springer, with the aim of being indexed in high-impact scientific databases. Papers accepted for poster presentation must be presented during the conference and will be published as a special issue of the journal Interfases, a biannual publication with ISSN, indexed in Latindex, Dialnet, Redalyc, DOAJ, and LatinREV. The final version of the accepted paper must include the authors’ names, affiliations, and email addresses, and must incorporate all changes recommended by the review committee. The revised manuscript must be submitted in Word or LaTeX format, as well as PDF. No changes to the list of authors or references are permitted.
At least one author of each accepted paper must register for the conference to present and discuss their contribution in accordance with the guidelines established by the 9th International Conference on Systems Engineering (CIIS 2026) Organizing Committee. Presentations may be delivered in English or Spanish. Papers that are not presented at the conference will not be included in the proceedings, even if they were accepted for publication.
